Just like the casting for Batman Begins had Liam Neeson as Ra's Al Ghul only to come back a month later saying he plays Ducard. He played bboth and I thinkthis is a similar situation. ALSO Destro does get a chrome head towards the end of the movie. An in process pic of the transformation was put up months ago. According to what was said the same nanobots used as weapons are what make up Destro's mask when he gets it, and it's punishment for failure by the newly promoted Cobra COmmander.
