Deleted scenes can always be used in futur installments, especially in the case of Heath Ledger (may he RIP) as a deleted scene involvng him could be used to explain what happens to him leading up to a third film, i.e. a shot of him in Arkham would show he was arrested successfully. However it seems slightly unfair to release a great film like Batman Begins or TDK on DVD and not give ANY deleted scenes out as extras.
